Born and raised in Chicago, Joe spent nearly 20 years working on property tax assessments for Cook County. In 2003, Joe was hired by the Cook County Assessor’s Office where he cut his teeth in the Taxpayer Information and Taxpayer Advocate Departments, quickly rising to become the Assistant Manager of the Residential Appeals department in 2007. In 2009, he was promoted to the Manager of the Technical Review department, overseeing all final appeal valuations for Residential, Commercial and Industrial properties throughout Cook County.
Beginning in 2011, the Cook County Board of Review enlisted Joe as an analyst. During the next 10 years, he served as a Senior Commercial/Industrial Hearing Officer in charge of making final determinations of property tax assessments for a multitude of properties. In this role he sought to reach fair determinations of value for a variety of properties throughout Cook County, ranging from small business retail to mixed use multi-family apartments and large-scale office complexes. Joe has spent his entire career learning about the valuation of property and gaining key insights into the complexities of the entire property tax appeal process. Most importantly, he has developed a unique skill set for evaluating and understanding how the Cook County Assessor and Board of Review value property.
